Who would you tell in this situation?

So one of my coworkers daughters (I will call her Susie) had a substitute teacher today and one of the boys pulled down their pants in front of everyone in the class and exposed their penis to a group of girls. Susie has a better relationship with the teacher because she has had her for 4 years and the teacher has been there for her through her pregnancy (long story) and a lot of other things. The principle is just another person in authority to her. Susie wants to tell the teacher but her mom says she should tell the principle. What would you tell?

Susie told her mom. Why isn't the mom going to the principal? Why is the issue still in Susie's hands?

I would tell both. If the teacher is returning tomorrow, I'd tell the teacher and go to the principal with the teacher so I'd feel more comfortable, if I were Susie. But the mom should also let someone know. Susie's mom should be on that already.

Basically follow the chain of command. Teacher 1st, if the teacher does nothing then the Principal. What he did is most deff wrong and he should be completely expelled if not hit with a charge or two.Something like that isnt to be taken lightly as he already shows 0 respect for women.

Does it matter?? If she tells the teacher the teacher can take it to the principle anyway. The mother should be taking it to the principle though..? Why is it the child's responsibility?

first the teacher,  and then let the teacher try to handle the situation
 in my experience,  the teacher wants to know what is happening in their  class room before any one else so they have a chance to handle the issue.  then often,  the teacher will take it to the principal of the teacher feels its necessary.  in this case,  id say the teacher would!  and the child's parents should be notified by phone call,  if not a conference.  
how old is "Susie? " is this kindergarten?  prek?  3rd?  older? 
the consequence should be age appropriate,  and if it was prek -K (well,  that age group)  is very curious about things like this and ive heard of this stuff happening every now and then,  on the news and what not.  an older child knows better and their consequences should be more strict. 
so yeah,  first the teacher,  then the principal.  both have authority and both have the right (if not duty)  to know,  equally.

Well mom should be handling this. Not the child. Teacher first and the teacher will most definitely tell the principal.

If it were me, I wouldn't expect for my child to handle matters such as this at all. I would handle it the moment my child gave me the info, unless I had to wait until the next day. I'd be calling the school and asking to speak to the principle.
