how to save for college if I can't save my money

I got a job at a retail store I get payed $11 an hour and I can only work 28 hours every week Max because that's the law for students, but I don't get 28 hours I don't chose when I work or don't. I've had this job since the summer. My dad asked me TWICE before for $100 and I gave it to him cause he forced me or he would kick me out of the house lol I'm only 17 btw in NYC theres nooòo way I can even get my own apt too expensive. Anyways I live with my dad and 3 siblings in a small studio apartment so I'm always like why would I have to pay for rent if im living in a box .. I dont know what He he even uses my money for mostly likely to take his girlfriend out on expensive dates, childish. He had forced me to quit my job before and I said no but he still wants me too but it's not going to happen I said. Now my.older sister works and he asked her for $100 2 days ago and right now he told me "your sister already have me 100 for this week now it's ur turn to give me 10". THAT'S WHAT GOT ME MADD like ok I get it I should help my dad out but mins you he doesn't give me money for anything and barely have food in the fridge so I have to buy food and my senior year includes REQUIRED senior pictures yearbook graduation and prom which he said will not pay a penny for. So what I don't understand is where he got this dumb idea to start charging me $100 every two weeks lol that's basically my whole pay check.. how do I tell him no ? I feel like hes taking advantage of me and I don't have anyone to talk about this too.
