sex after sexual assult

My boyfriend and I have been together for a year and a half. He won't touch me below the belt. when I ask him about it he says I don't want to right now. The only thing is is that he's only done it twice in our relationship for like 2 minutes total. He knows i was inappropriately touched by my step brother a couple years before we started dating. I think he thinks when he does it its a trigger for me but it's not. how can I explain that to him so he will want to touch me?
