How to get a Pap smear

So ladies I'm 18 almost 19 and I'm married and frequently have sex with my husband. Breast cancer and cervical cancer are common in my family which my doctors knows. So my cervix has this weird like rough patch almost like skin overgrowth I can't scratch it off. I've been to my doctor and one other one. Neither doctor will do a pap smear because I'm not 21. Even tho I've told them my family history and that it feels different. So ladies how can I get a Pap smear if I'm not 21 and doctors won't give me one? I really feel like I need one this rough patch has never been their before and sometimes my cervix hurts during and after sex.

UPDATE..... I called planned parenthood they still won't do a pap smear even with a std check I have to be 21. Also both doctors I've been to that would not give me a pap smear I still asked for the std check and they still didn't include the pap smear because I'm not 21.....

UPDATE again I just called the health department the lady said I could come in but she isn't sure if they will do a pap smear because they have age restrictions. So I was like do I need to be 21 and she said she was sure but they might/probably won't give me one because I'm 18..... The soonest appointment I could get was December 18 and need to bring proof of my husband's and mine income. We make to much so I can't even go to the health department now...😭😭😭😭😭😭
