Yes.
Even the argument “it’s not guns it’s people” promotes the push for gun control. If you recognise people are the issue, why would you also allow for ease of access to guns? 🧐

2. Must pass a written 40 question test on gun safety. 
3. Must pass a criminal background check. 
4. Must be over 18. 
5. Must have a reference from either a school or work attesting that the purchaser did not make any threats or violate multiple rules at school or work. 
6. If every requirement is met, purchaser must attend a physical gun safety class. 
That’s all I can think of at the moment that I️ would propose as an entire plan replacement.

Ongoing loosening of restrictions isn’t helping. Conceal carry isn’t helping. Trumps recent policy change isn’t helping. Fear lingering by the NRA really isn’t helping.

Absolutely.  You don't get mass shootings in the UK.  That's because they arnt accessible here.  Yeah they slip through the net in some crimes but as for mass shootings and walking into schools etc it's unheard of .

There should be mandatory “continuing education” type requirements for gun ownership. You should be required to attend a safety class regularly and should be subject to re-licensing to help weed out people who would have been disqualified (domestic abusers, military dishonorable discharge, diagnosed psychological condition that would disqualify a person from a license.)

I think that there should be mandatory safety training and a test, to make sure you actually know gun safety, when you buy a gun, not just when you want to concealed carry, and that you are required to have a gun safe that has room for the gun you are purchasing before you can get a gun (as far as the area I live in is concerned they have people come check to make sure you live where you say you live, so why not just have them check that when they come check where you live) because while you can’t completely control what people do once the gun gets to the persons possession, and Americans do still have the right to bear arms, you can make sure they are educated and have somewhere safe to store it, and if you aren’t willing to follow proper gun safety and get gun safe you shouldn’t be getting a weapon that you are planning to mishandle by not following basic logic and precautions put in place to reduce the amount of children and idiots who grab a gun and wave it around thinking it’s safe or a toy, and then shooting and permanently wounding or killing someone
