High fever

My little man is 6.5 months and has had a fever since around 7:30 last night. It was 102.3 and it broke with motrin and came to 99.3 which is what hes normally at. This morning its 103.1 but hes acting normal, last night he drank 2 oz of water PLUS 6 oz of formula and this morning had 5 oz. So hes getting fluids. Hes also had his first tooth break thru 2 days ago, is this teething? or something more serious? i dont have the money to just run to the doc, i read that if its for more than 24 hours or 104 or higher to go in...not sure what to do
