what to do!!!

recently I've made up my mind that I want to TTC. My SO and I have talk about us both wanting more children we both have 2 but none together. I still have my IUD in and I'm ready to get it taken out but I have a feeling that he is still riding the fence on this one even though he has told me that he does want to have another one some day. I've told him down to the day of when I want to get pregnant and he says ok but he is just wanting to get down to the BD LOL. Do I wait or go full steam ahead???
