Manual pump or electric pump?

I have a oversupply of milk to the point my baby can’t latch unless I pump some out. However, every time I pump with my electric one my breast start to get painfully full within 40 mins.

I try to let him nurse but he refuses.

Will a manual pump increase my milk production or can I use it to relieve a little milk before feedings?

I tried hand expression although it feels good for a few moments I have the same issue my body begins to overproduce anytime milk is expressed and is also very messy. Any tips?
