Baby acts hungry but won’t eat?

For the past 2 weeks my newborn cries every night and acts hungry (roots for boob and opens mouth when I present the boob) but he won’t latch on. And if he does latch on he only latches for 30 seconds and proceeds to cry. This usually lasts 1-3 hours.

I heard this is the “witching hour” and that he’s possibly colic...

But why is he acting hungry and not accepting it? We tried to give him a bottle and he does the same thing, he sucks on it for a few seconds and cries.

I want to try giving him formula but my husband won’t let me
