Depends. Is it a serious relationship with a future? Then why leave? If you don’t see this relationship going anywhere, then be glad he didn’t propose and leave.
If you are unsure, talk to him - seriously. And say what you want and what you need;)

It depends on the situation. At that point I would think you would have a conversation about what you both want in life. If he is not sure if he wants to get married and have kids and you do, then it may be time to part ways. Are you willing to wait a few more years in hopes that he changes his mind? What if he doesn't? If he does want those things in the future but just is not ready yet then I think that's totally fine. Most important thing is to communicate and make sure you are on the same page.

I was with my husband a lot longer then 3 years before he proposed. I would kind of get annoyed/confused that it hadn’t happened but we’re so happy and expecting Bub #1 and so glad we waited until we did 😊

We were dating for about 6 years before my husband proposed. It all depends on lifestyle and where both are in your lives. At that point, we were both already graduated from college, both had jobs and somewhat financially stable, had moved into an apartment together and had a dog together, so the timing was perfect. It was when he felt that we were both really ready in our relationship to move things along and be able to start a family together. 
I think it's worth the wait. It is about creating stable foundation in the relationship, where you both can communicate and trust each other, and both feel ready, with no extra baggage weighing each other down. You want the marriage to last and not be an expected milestone because everyone else is getting engaged and married. 
For some it could be years, especially if they started dating at a young age, for others that are older but already have gone through the bullshit and know what they want, it doesn't have to take very long.

If I was with a man and he knew I wanted to be married and still hadn’t proposed by three years, yes I probably would have left. If he didn’t know, no I would just explain my feelings. I understand that the commitment is important in a relationship but I feel like if after a certain amount of time someone still isn’t ready to make that commitment official they aren’t all that committed anyways. Plus I definitely wanted to be a wife over a girlfriend, but that’s just me🤷🏻‍♀️ but I’m blessed I didn’t have that issue though in my life!
