Is this an ingrown hair?

I went a couple weeks without shaving and yesterday I wore sweat pants without panties it felt a little sore so I figured that it was from the hair rubbing in the crease of my leg. I went to the bathroom today and notice a small spot of blood on the edge of my panties. I just shaved and avoided that spot. I'm notorious for getting ingrown hairs so I try not to shave frequently to try and avoid them. does this look like an ingrown hair or something else? It's on my panty line. I'm married and I'm 100% sure he's faithful and so am I so I don't believe I've picked anything up.
