0% chance of precipitation but it's snowing?

if anyone could explain this to me that would be great lol. I'm already aware that the percentage "chance of precipitation" is not the odds that it will or will not snow/rain but rather the percentage of the population that will see the rain/snow. so by this logic, if 0% of the population is seeing snow... then why am I seeing it??

My husband has told me the % is based on the day in the past.
Like if it says 90% it’s rained 90% on that day every year since they started charting.

because the meteorologists are only correct about 50% of the time

where you live sounds like where I live😂😂😂 (I'm in central Texas), and whenever it says we have a 20 to 30% chance of something 
,that usually happens but whenever we have like a 50 to 60% chance it's sunny outside I have yet to understand it
