What does it mean for a guy to look at you for more than 10 seconds.

I️ know this sounds dumb but I️ hate when I️ feel like someone wants to say something to me but they don’t .

This guy will stare at me and look like he wants to speak but doesn’t . He’s spoken to me before . He very sweet, but he will go weeks without speaking and I’m so confused . I️ want to speak but I️ get nervous because never looks like he’s in the mood to talk. Idk maybe he just wants to be friends

What does this mean?
