Is flirting considered sexual harassment?

This is piggy backing in some of the recent posts on here that got me wondering how far does sexual harassment go? If a man pursues a woman a few times by complimenting her, telling her she looks nice, asking to take her out and she feels uncomfortable, but never says anything about it, how does he know When he has crossed the line?  My question is, is flirting sexual harassment? And for conversation sake: When is it not harassment? Can men no longer comment on how a woman looks? Or even how she makes him feel? Can he just be tacky or corny in his delivery? Or is he automatically labeled as a predator?

I feel like it become sexual harassment when the girl recognizes that she doesn’t want that type of attention from a man and she tells him that, but he still continues to do it, ignoring how she feels about it

If the person being flirted with isn’t showing interest it can cross over into harassment. 
Touching, like the hand on the knee is usually iffy if you’re not sure of the others interest already, and should be removed immediately if the person tenses up or gives other signs of discomfort. 
The way flirting is done is also important to acknowledge. 
“You look nice today C” 👌🏻
“Your ass looks hot in that dress” 👎🏻

I think if the person who is being flirted with is ignoring it and doesn’t want it to happen, yet the flirter keeps going in a way to make the other person uncomfortable I think it becomes sexual harassment. 
Also, just remember this isn’t a gender thing. It can happen to anyone.

I think it's important to realize that people find different things to qualify as flirting, and some of it is more appropriate than the rest. 
There are ALWAYS better ways to say things. There's a HUGE difference between
"Hey Honey, you got a fine ass, let me clean off a seat for you -wipes face-"
and
"Hey Julie, you look really nice today. That color really accentuates your eyes!  Say, I was wondering if maybe I could take you out for a coffee sometime this week?"
The FIRST guy is the guy saying, "What, we can't even compliment women anymore?"

It’s really obvious when flirting makes someone feel uncomfortable in a bad way. I don’t think anyone can use an excuse of “flirting” in a conversation of sexual harassment. 
Like if they don’t look comfortable. It’s most likely NOT reciprocated

Yes it is if the person who is being flirted with tells them to stop and they don't. 
This happened to me at an old work place. The guy was old enough to be my father. I reported him. I was told to stop leading him on and take a joke. Meanwhile it made me feel unsafe.
