Am I being a brat for this?

So my birthday was the other day but there was a storm so I had to just stay home. My parents didn’t actually give me any presents but my mom said my present will be when me and her go shopping Saturday (today) and she’s buy me something as my present and I can just pick it out.

So fast forward to today, I asked my mom if we r going shopping and she got pissed at me saying she doesn’t want to and she just wants to stay home. So I’m kind of annoyed cuz now she’s just taking back what she said to me and she’s being rude about it. Plus it’s not like my birthday was good or anything, it sucked but I pretend it didn’t so they didn’t feel bad. But am I being a brat for this? IMO I feel like my mom should still take me shopping as this was suppose to be my present and she promised. And btw Ik this belongs in the rant room but people tend to be mean in there so.... I’m just gonna leave this here instead.
