Tattoo question

Do tattoos always fade? I know it can take a few sessions but is it something you constantly have to go in for? My sister in law just had her second round of microblading done. She has no eyebrows. I mean none at all, and she had them micro bladed on and she loves them, but she has to go in every few months to get retouched. From now on. 😕 It’s really painful for her and she is wondering if a tattoo would be better. Would it look as natural? I know nothing about tattoos so I couldn’t answer any of her questions. 😣
