is this car seat safe to use this month?

by the date I mean. I live in u.s.
how do I know if its safe?? how do I find out if this is okay to carry my daughter? ftm.

It was made in feb 2013. It should have a date printed in the plastic that say expiration or do not use after this date. 
Most of the seats have a 6-7 yr exp. so it should be fine til 2019-2020.
