so, the other week I walked in on my husband masturbating. Now he doesn't have a very high sex drive, compared to me. I want sex all the time, he doesn't. Is it normal for a man that works a lot to masturbate instead of asking his wife for sex?

Maybe he likes to have Sex with you when he can perform to his peak but he was horny and wants a quick fix. 
You could ask him. 
I would have been annoyed a few years ago because I was had a higher drive than hubby.  I got done toys and discovered that masturbation is different to sex. 
When I masturbate I just satisfy myself.  It’s very selfish and indulgent.  but when I’m with my husband it’s because I want to satisfy him and we are sharing the experience together.

My partner and I both masturbate alone and we are ok with it because we know that sometimes we need a quick fix. We love our sex life and don't necessarily see masturbating as a bad reflection of our partner. Every couple is different sweety
