Birth control pills and ovarian cyst

My Re continues to place me on BCP before FET to suppress my hormones, but I still ovulate. Does anyone else have this problem. This is like the 4th cycle this has happened. I went to see my RE today for blood/ ultrasound and my estrogen level was at 400 after being on BCP for 2 weeks.
