Is this normal at the dermotolgist office?

My mom was getting her finger checked that got infected and while she was there, the doctor did a skin check for any suspicious moles. He checked her legs and then she said he quickly peeked in the back of her underwear but just the top, not enough to really see anything from what she described. She wasn’t expecting it and she’s unsure if this is routine, but she is feeling pretty uncomfortable. What do you guys think??
