Stranger spanked 2 year old!!

Ok, I just saw this on Facebook and I'm heated. I do not care if the child needed to be disciplined, it is never a strangers place to discipline a child! Especially physically!! What are your thoughts?

Basically the child was in line with his father asking for candy and was told no, when he asked a second time the 62 year old behind them grabbed the boy, turned him around and spanked him 3 times. The father kept calm, walked the child outside and called the police. The 62 year old was arrested. He said "that's what they do and how they handle situations like that in Mexico" and the father said "We are not in Mexico"
