Should there be an age limit on older people driving as there is on younger people driving?

Found an article in /r/Rage about how a 99 year old man driving on the wrong side of the highway killed a group of teenage girls in a car. In the comments it was noted that in the article it mentioned that his driving had just been evaluated a month earlier and he had passed the test to continue driving at such an old age, but evidently the test didn’t really end up helping in the end, obviously. However, some redditors said that passing a test should not matter at an age like 99 and it should just be assumed at that point that there’s a much higher risk associated with elderly people driving, so we should ban them from driving completely. Someone also mentioned that if we cap young people driving at a reasonable age, we should cap older people as well. For example, a 10 year old cannot drive in the USA, and with good reason, so neither should a 99 year old. I will attach a photo of the entire conversation for further reading.

Should we alternatively work on finding a better way of testing and re-certifying people to drive on the road after a certain age, or should we just keep them from driving completely? If we should just keep them from driving, at what age should we do that? Do you have any experience with older people driving to share?
