It takes three months for sperm to change - 
We had an even lower count (2mil) and our latest test shows normal levels! (120mil)
Few things to try: (we have no idea which one of these did it)
- Switch to organic soap, shampoo, deodorant
- vitamins: CoQ10, Vitamin C, Zinc, Multivitamin 
- herb supplement: ashwaganda 
- switch to boxers if your DH wears boxer briefs or brief
- avoid overheating - heated seats, hot tubs, sitting for long periods of time
My husbands testosterone to estrogen ratio was slightly off so he also took Anastrazole to balance that.

We saw a fertility urologist to find out why numbers were so bad. Come to find out it was due to five grade three varicoceles and low t! We had 14 million count, 11% motility and zero morph. Now two months post surgery we are at 32 million, 71% motility and 12% morph. He's also on 25mg of clomid a day!

I would honestly skip right to ivf....similar problems and went through 3 IUI and all unsuccessful.

The Urologist my husband saw told us that his count was low, but his hormone levels were normal which qualified him to take Clomid to help increase his count. If the Clomid worked, then we could do IUI. He took it every other day for 3 months. Unfortunately, when he did an SA after the 3 months to check his count we found out that it had caused his count to drop lower than it was before he started taking it. His doctor told him to stop taking it and IVF would be our only option.

we had an initial 9mil count and with vitamins (plus boxers switch and basic working out at the gym) it is now 32mil. The doctors went from saying IVF to prescribing Clomid and possibly IuI. I would try what you can first before IVF especially because of how expensive IVF is.
