A question about an adoption home study

Ok, so I honestly had no idea where to post this but...

We are in the process of an independent adoption, so we are not going through an agency, but have an attorney. Baby is due in September and we have to start our home study next month when we move.

The rent around here is $1350-$2000 for a 1-2 bedroom apartment. I’m currently working part time and my husband works full time. We need to move because our apartment is over charging us rent for a very crappy place. Our neighbors dog yaps all the freaking time especially 6 am and they can’t do anything about it. Guy under us is a chain smoker and our apartment smells like cigarettes even though we don’t smoke.

The adoption is very expensive but it will be worth it in the end. We found a place to rent for $1200 for a 2 bedroom which is a very good deal here and it would be absolutely perfect(only downside is it’s 45 min away from both our jobs) since it would save us $300-400 a month. Only issue is it has horrible reviews. People are saying it’s not safe, that everyone there is Mexican and doesn’t speak English(I find this very offensive), that people do drugs in their garages, etc. when I went to look at it, it looked perfectly safe and clean? I even had a friend who used to live there and she said it was perfectly fine. It actually looks cleaner then the apartment complex we are living in now which is in a expensive town. I don’t want to ruin our chances of passing a home study all because of some bad reviews, but saving $300-$400 a month would be amazing. Of course I won’t move there if it would jeopardize our home study.
