it sounds like it could be a problem with anxiety and focus. if you get close but then get distracted by something, even literally just the thought of "holy shit, it's finally gonna work", then I would look for ways to distract yourself as you're doing it so you don't lose momentum, like maybe porn or fantasizing about something specific
If you're taking any psychiatric medication, that could be a side effect of it (been there, it sucks!)
the best advice I can give is don't be hard on yourself if it doesn't happen. nothing's wrong with you if you can't orgasm, and putting pressure on yourself won't help. good luck!
