Can doctors/gynaecologist refuse clomid for no reason?

I had a gynaecologist appointment a few weeks ago and he told me I had polysistic ovaries.. told me to carry on ttc and come back when it’s been 2 years with no luck and then I can have more tests done and clomid if I wasn’t ovulating. However I’ve been trying to get more tests done to see if I have the full PCOS as I have regular cycles and no other symptoms of it. Both the gynaecologist and doctor are just presuming that it’s just the cysts and not pcos and that I shouldn’t have problem conceiving. But I’d rather know.. it’s been a year ttc in June and I don’t want to waste another year ttc when it may not even be possible without any help. my doctor is waiting on a letter from the gynaecologist before I can have blood tests done to check my hormones... and I have a private blood test booked on Friday to see if I ovulated this cycle seeing as they aren’t listening to me and happen to think I don’t need any tests done yet and that I’m fine conceiving. So anyway my question is... if this test comes back that I’m not ovulating and I go back to the gynaecologist and tell him my results.. can he still refuse clomid and still tell me to wait until it’s been 2 years even when I have proof that I need it now? Or is it most likely that he will give it me?
