someone please tell me what this is!!!!

so I've had these bumps for a while now they are on m inner thigs, breast, neck and the sides of my belly. they itch and then when they go away they leave a brown mark as shown below. does anyone know what this is!!??I showed my doctor and he said it has something to do with hair follicles getting trapped or something...but they are literally coming out everywhere...
