try neosporin or baby oil. looks like dry skin but im no doctor.

Looks like bad eczema starting. My baby had it very severe and it started out looking like this. I’m no doctor, it could be something completely different but this is what my sons looked like. I eventually had to take him to a allergist to get a ointment and it worked wonders. Make a appt with the pediatrician and see what they have to say.
