is this fair for an 11yr old

so I've been having trouble on and off with my 11 yr old (her dad and I are divorced and when she comes home from seeing him every other weekend is when. she acts up the most) but we recently had to take her TV and Xbox from her do to her behavior I gave it back but she wants to live on it which I don't like so I want to set boundaries for it this is what I've come up with I would appreciate any advice towards this please

her chores are washing the dishes which I usually rotate nights with her ( I have trouble with her actually cleaning them unless you stand there and watch her which I can't do bc I have a 1 yr old too), she takes the trash out and I try to have her sweep the kitchen (she's very messy when she eats) but usually I end up doing it again because she doesn't sweep good either ( I think she thinks not doing a good job will get her out of it)

so I figured I would take the cords and give them back when she can have her time ( it's hard to get her to listen to rules)

weekdays when she has school I figured 1hr - 1 1/2hr

weekends when I have her I figured maybe like 1-2hrs morning

1-2 hrs evening

please let me know if these are reasonable times I also want her to do active things on her free time.

*must have homework done first

*must do all chores first or for dishes at least had them done the night before

breaking rules deducts time

*mouthing back -5-10m each time

*not listening to house rules -10- 20m

( this includes running, stomping and slamming doors, jumping on furniture, getting on babies toys (she likes to sit on them), getting into stuff without asking first, breaking things intentionally

*not washing dishes properly -5m per piece

*wasting toilet paper -5-20m depending on amount ( she will use a whole roll in one day by throwing it in the trash or clogging the toilet)

*getting into or taking something that does not belong to you -30m( big problem I'm having with her)

*leaving lights on -5m each light

*not cleaning up a mess you made -5-10m ea

*going to the bathroom anywhere else besides the toilet auto - 1-2weeks (also another big issue I've had with her she's seen drs and therapists for this)
