Is sending inappropriate pictures/messages to someone who you aren’t in a relationship considered cheating?

So I found out that my bf of 2 years has been snapping and sending inappropriate pictures as well as message to 2 other girls. Is that still considered cheating? In my mind it is, but people are saying that I’m overreacting and that he didn’t cheat on me and I need to lighten up.
