Not sure where to post. Bite help on toddler?

My daughter was sitting on the couch and all of a sudden super upset that her elbow hurt so I took off her sweatshirt to see and it’s bright red and swollen. Not sure if it’s a bug bite? Any ideas and how to help it cause if I can avoid the ER that would be great! We live in New Hampshire so plenty of bugs but I checked her and the couch and didn’t see anything. She’s saying it really hurts

Should I ice it and try Benadryl cream? We don’t have an on call nurse. If we call they just say go to ER they can’t help over the phone
