Shaving down there now bumps?

So for the past couple months now I would shave right before my period starts so I don’t hair everywhere and I just feel like it keeps things more clean down there. I noticed I get these bumps during my period so once I’m off my period this is what my vagina looks like. I wear pads when I’m in my period too. I think it’s razor burn or maybe ingrown hairs. Anyone know? It itches SO bad too. My period just stoped today and this is what it looks like. Iv noticed this a couple times before.
