Is this child neglect? Should we report it?

We both live in Vancouver BC, if you don’t know anything about the city rent is insane, bachelor apartments cost $1200 just to rent, a cheap home is around $3 million to buy.

So my sister has been renting this really small cheap room in a tiny basement suite. Literally just a kitchen, a bathroom and 3 bedrooms. There’s a Chinese woman who is friends with the landlords upstairs who is renting the “biggest” bedroom for $800.

She has a son, maybe about 6 years old who is always being locked outside the HOUSE and his moms bedroom door. Like my sister will be in her room in the evening and he’ll be banging on the front door, she’ll hear and let him into the house, then he’ll go knock on his moms door for an hour and she just doesn’t let him in.

The landlord heard the knocking and cane down the other day and called the mom on her cell, she pretty much just opened the door and let him in without saying anything. I dont think she hurts him physically in anyway cause my sister would hear/see. But she’s also spends hours yelling in her room, my sister sends me videos of her face showing how loud it is cause she can hear it from her own bedroom. But we don’t know if she’s yelling at someone on the phone or to her son cause she’s speaking Mandarin.

My sisters about to move out into a nicer place with our two friends, but we’re thinking maybe we should make a call to child services? We’re not sure, I’m scared to potentially make things hard for a low income family in an expensive city but I’m also worried for that little boy.

Any thoughts?
