Should there pads and tampons machines in every public bathroom?

I got my period in an unexpected place this month. I ran to the bathroom hoping there was a machine there or even free pads. There wasn’t so I had to use toilet papers... roll a bunch and form like a pad... very uncomfortable btw... before arriving home.

The only downside is the people who would take the in bulk so they don’t have to pay for them in stores.

Have you guys noticed the lack of machines in the past, I don't know, four/five years in public restrooms? I remember there used to be so many in grocery stores and restaurants and now they're just gone.
