Should water parks/amusement parks check ID’s for entrance/ ticket purchase to eliminate pedophiles?

The reason I posted this question is because my family and I went to a water park/ amusement park yesterday. While standing in line with my son there was a guy there checking out the very young girls in swimsuits. When he noticed that I noticed he was checking them out he put his reflective/ mirror sunglasses on so I can’t see his eyes. Then, as I was about to approach him he got out of the line and left.

All of this happened which leads to my question if water parks/amusement parks should ID in entrance or when purchasing a ticket to check for pedophile?
