Is this spam?

If someone keeps commenting/replying to people on your post and all of that person's comments are rude, would you report that as rude or spam? I feel like reporting someone as rude isn't going to do anything but also I don't really know what counts as spam? Constantly posting and commenting seems spammy to me because they have nothing but negative things to say but Idk.

I don't want to just mute them as that's not going to stop them from still commenting and seeing my posts.

Advice?
