Being Blamed for Noisy Upstairs Neighbors

So I received a call today from my apartment manager about two separate noise complaints for my apartment. They were complaints about loud dogs and excessive yelling. I'm a housewife so I'm home all the time and my dogs are quiet as mice. The only time they whine is when they go out in the morning which I admit can be kind of loud but every tenants dogs are just as loud if not louder around the same time in the morning. We dont really fight or yell and when we do fight it is in hushed tones. However my upstairs neighbors have 4 dogs (they're only supposed to have two) that scream at all hours of the day and my nextdoor neighbors get in screaming matches all of the time. All three of us moved in around the same time so I understand the confusion around other tenants but this is just ridiculous. We live on the ground floor apartment facing the sidewalk so whatever noise does come from my building everyone will assume it's from us. How do I address this situation? If I get a third complaint I will get a very large fine that I cant afford. I'm just so upset because last week we got blamed for the weed smell coming from upstairs. I've made complaints about the upstairs neighbors before but nothing is ever done about them. I dont want to lose my home over shitty neighbors. What do I do and how do I get my apartment manager to believe me?
