Please help!!

Okay so my boyfriend & I are both 14, we've been together just over 9 months. We've had 3 break ups & 4 breaks, but that doesn't have anything to do with what I need help with that was just some backfill stuff. Yeah so we've been on an 'intimate' level for the last few months, most we've ever done is making out & feeling each other up (above panties & jocks), although for the last 2 months or so he's wanted to properly finger me & although I say no I feel really bad saying it because I do kinda want him to do it because he is amazing at it & I swear he has magic hands or something but at the same time I don't because he said that if I didn't have any hair down there it'd be better for us both & it'd be sexier. I keep saying no cause I'm nervous because I don't shave down there, I'm too scared to. He'll joke about actually doing it & make suggestions that I should let him but I just don't know. If any of you lovely ladies could help me please do so, I'm desperate for advice !! x

Side note if anyone's curious:

Our breaks/break ups last 2-3 days & even then we still send x's & hearts to each other & still say I love you, our longest break was 5 days
