shouldn't matter. some people will give tats while pregnant.  its not poisonous, just risk of infection or contracting a disease.  I would say as long as you trust that you are getting a clean tat from a person who uses disposable, sterile needles, I don't think there's a specific time frame, any time after birth should be fine.
