When is the right time to say I love you to your SO..

So me and my SO have been dating for about a month now and every time I we get off the phone I want to say "I love you" but I don't know if it's too soon. The thing is I genuinely do love him. I think about him. I pray for him. If I don't hear from him I start to worry about him. I get butterflies every time we talk and every time I see him. We decided to be celibate since the beginning of our relationship and I have yet to think about sex. I genuinely love him like I can't explain it but I just know. I was going to say it tonight to see what he says but I don't want to scare him away. Please help me y'all lol
