Relinquishing parental rights in Kansas.

My daughters biological father wants to relinquish his rights. He has seen my daughter maybe 10 times in her 2 years of life because he has another daughter a couple months younger than mine and I guess is too busy with her. We were scheduled through mediation to do visits twice a week for 3 months and out of the 18 visits we are supposed to have had he us actually shown up to 4 of them. He has not paid child support in about 2 months and never asks about my daughter except in random. Is it as easy as him requesting to relinquish his rights and the court approves it or is it more complex than that? His inconsistency & lack of caring is not what’s best for her, I am more than okay with him wanting to give up his rights. But I can’t really find any specific information about how it works. Anyone with knowledge or experience?
