Please someone tell me what this is

I’ve had my belly ring for well over a year now but if you look you can see that extra skin that grew inside my actual belly button that’s all red and it’s troubling, not looking to take my belly ring out for good so if anyone has any advice or can tell me what it is I would really appreciate it!
