Should parents limit their phone usage at the park

We just finished taking my son to the park and I noticed majority of parents where on the phone and not really keeping and eye out .. one particular kid was just screaming mom while he was on the top of those jungle gyms I kept looking around but the mother never showed up I noticed there was a lady with a stroller talking on the phone and the boy was just looking at her screaming

a few mins later I realized he was stuck and that’s why he was crying and screaming mom I told my husband to go get him off because his mother was no where to be found since everyone can hear this poor little boy screaming right when my husband try’s to help him get down the lady who was talking on the phone was actually his mother and yelled at my husband to never touch her son again ..my husband explained he had been crying out to her because he was stuck and he was on the very top and she said to him it’s my kid not yours mind your business the poor little boy probably the same age as my son had marks on his knees from being stuck and he just went to sit on the grass and didn’t wanna play anymore

So my question is should parents limit their time on the phone while their kids are playing in the park or anywhere to be exact if their kids are playing in public
