Ftm Baby stroller help😊

So I just bought this stroller and I actually purchased it from a baby resale store and they only take in good items and this was made 11/2017 so it’s still pretty new and no stains I think whoever had it must’ve had another stroller because it came with packaging and everything original anyways I loved it ! Even though it didn’t come with the car seat I will just buy a new car seat.

But my question is what is this cover for on it?

I figured to cover babies legs? Or is it a sun shade? You can remove it but just curious to as what it is.
