Baby Eczema, What To Use

Found out baby had eczema, doctor gave me these little packets with hydrocortisone cream. Said if I ran out and if baby needed more, I could buy some from the store. Ran out, went to the store and practically all of them say not to use on children under 2 years of age. My baby is 2 months. Cannot get ahold of doctor. Have another appointment on the 13th. Babys skin is now cracked and started to bleed. Lotion is NOT helping at all. Put some vaseline on in the mean time. What does anyone recommend? Please. I'm a first time mom and my baby is hurting. I don't know what to do.
