Diaper stuck to baby

I picked my daughter up from daycare and went to change her diaper as soon as we got home (5 mins away) and there was poop that had been there long enough that it and the diaper was stuck to her butt and now she has a rash. I’m planning on saying something to them tomorrow, but supposedly they changed her an hour before I picked her up according to her paper. I feel like it had to of been there longer than just an hour. Has anyone had any issues with diapers drying and sticking in such a short amount of time?

Edit: She’s 15 weeks old and only gets breast milk.
