Wasn’t sure where to post this at.. but I need some help. It’s about CS..

The fathers income went from $18.xx / hr to $11 / hr in March 2018. The mothers income is unknown although we don't think her job has changed. However her living arrangements did. She went from living on her own in a pretty expensive apartment back to a low income apartment sharing it with 2 family members which we are sure are sharing rent. The father also has a new baby due September. The father is barely making it by being on child support. After all it was giving to him while he was making a lot more. What are the chances the father will have it lowered and by how much? They both live in NC and that's where the child support is set up. However the court is a pretty good drive and he doesn't want to make the drive for nothing. If possible, what would he need to do to get it lowered and what paperwork would he need? We are sure she hasn't updated her addressed so do we need to get proof that she changed her living arrangements?
