I know this has nothing to do with pregnancy but I need help/advice!!!

Like the title says, this doesn't have anything to do with pregnancy but I've done so much research and can't seem to find anything on this. I'm very anxious and just need some help. This is a long story. Please read the whole thing.

In August of 2015, my husband was charged with a DWI in North Carolina. He was found guilty and convicted in November of 2017. His license was suspended for one year. Today, we got a letter in the mail from the DMV saying that my husband has to have an ignition interlock device put in on any car he drives. We called the DMV and they said the reason why is because they don't have his BAC (blood alcohol concentration) on file and they need to make sure it was not over the legal limit, which it wasn't. They said to make it so he doesn't have to have one, we have to have the court system send them his BAC. The thing is, the blood work turned out to be inadmissible in court because the phlebotomist wasn't available to testify that day. So does that mean that they have no record of his BAC and therefore can't give it to the DMV or would they still have the results but they just weren't able to be used in the courtroom?

Anyone with any knowledge of this kind of thing, please help!! Thanks in advance.
