I need advice/ guidance (sorry for the tangent)

So I’m extremely inexperienced in the relationship department and I just started college and thought I would finally give it a legitimate go at dating so I downloaded tinder, which i know has its issues but in my situation at school it’s really the only way people meet unless it’s at a party. But anyways I “matched” with this guy and we exchanged snapchats to communicate. And although he suggested exchanging snapchats to make communicating easier he responds to my snaps probably at minimum 4 hours after I send them and that’s at minimum. And we have also been just exchanging extreme small talk and I can’t help but get in my head about his feelings for me. Like at this rate it just seems like we are going to become friends but then again considering the circumstances in which we came into contact that would be kind of ridiculous. So getting to the point, I don’t know how guys minds work and I don’t know how relationships progress so I just need someone to give me some advice or a direct answer on what the heck is going on here. ( also just to make things clear I made it clear in my profile I want to take things slow and I’m looking for a relationship so unless he can’t read I know he’s not looking fo a hookup)
