HELP BED BUGS

I have found bed bugs on my bed. We have had bed bugs before back in 2016 and THOUGHT we got rid of them. We had an exterminator come out and do whatever he does to get rid of them, along with taking everything out and washing it. I started seeing bed bugs AGAIN on my pillows this year around June and used this bed bug powder we bought from the man along with tea tree & peppermint oil and alcohol (i panicked i didn’t know how to get rid of them) the next day after using all of this it was a whole bunch of blood on the back spot where i seen the black dots. So now i’ve did the same treatment in a different spot (the corner of the bed under it) and they wont go away. Any treatments on how to get rid of them or should i just get another exterminator?
